The Council further requests the Commission to establish a technical working group to analyse and make an input to United Nations initiatives regarding the prosecution and imprisonment of persons responsible for acts of piracy and armed robbery at sea, with the view to making them more comprehensive.
ويطلب المجلس كذلك إلى المفوضية أن تنشئ فريقا عاملا تقنيا لتحليل الوضع وتقديم إسهامات في مبادرات الأمم المتحدة المتعلقة بمقاضاة وسجن الأشخاص المسؤولين عن أعمال القرصنة والسطو المسلح في عرض البحر بهدف زيادة نطاق شمول تلك المبادرات.

On 6 April, in consultations of the whole, under " Other matters " , the Permanent Representative of the Russian Federation, Vitaly Churkin, introduced a draft resolution requesting the Secretary-General to present to the Council within three months a report on possible options to further the aim of prosecuting and imprisoning persons responsible for acts of piracy and armed robbery at sea off the coast of Somalia.

In resolution 1816 (2008) of 2 June 2008, the Security Council called on all States to " cooperate in determining jurisdiction, and in the investigation and prosecution of persons responsible for acts of piracy and armed robbery at sea off the coast of Somalia " , consistent with applicable international law.
ففي القرار 1816 (2008) المؤرخ 2 حزيران/يونيه 2008، دعا مجلس الأمن جميع الدول إلى " أن تتعاون في إثبات الولاية، والتحقيق في أمر الأشخاص المسؤولين عن أعمال القرصنة والسطو المسلح قبالة سواحل الصومال، ومقاضاتهم " ، وفقا للقانون الدولي المنطبق.

" The Council strongly believes that persons responsible for acts of piracy and armed robbery at sea off the coast of Somalia, including those who incite or intentionally facilitate such acts, should be brought to justice, and considers in this regard that the effective prosecution of suspected pirates and their supporters may deter future pirate attacks.
" ويؤمن المجلس بشدة بضرورة محاكمة الأشخاص المسؤولين عن أعمال القرصنة والسطو المسلح في البحر قبالة سواحل الصومال، بمن فيهم الأشخاص الذين يحرضون على ارتكابها أو ييسرون عمدا ارتكابها، ويرى في هذا الصدد أن محاكمة الأشخاص المشتبه في أنهم قراصنة ومؤيديهم على نحو فعال يمكن أن تشكل رادعا يمنع القراصنة من شن الهجمات في المستقبل.

The Security Council also called upon all States, in particular, flag, port and coastal States, to cooperate in the investigation and prosecution of persons responsible for acts of piracy and armed robbery off the coast of Somalia and to render assistance with regard to operations conducted under that resolution (for example, in resolution 1846 (2008)).
وقد أهاب مجلس الأمن أيضاً بجميع الدول، وبخاصة دول العَلَم ودول الميناء والدول الساحلية على أن تتعاون في التحقيق في أمر الأشخاص المسؤولين عن أعمال القرصنة والسطو المسلح قبالة سواحل الصومال وملاحقتهم قضائياً وأن تبذل المساعدة فيما يتعلق بالعمليات المضطلع بها بمقتضى ذلك القرار (كما ورد في القرار 1846 (2008)).
