The establishment of the Ministry of Women’s Affairs and the enactment of the Law against Domestic Violence (1996) and the Law on the Equality of Women are regarded as important contributions to the prevention and treatment of violence against children in general and as significant support to the improvement of the situation of girls in particular, in line with the Committee’s recommendation (see CRC/C/15/Add.9 and 16).

It identifies five focus areas that guide the efforts of UNICEF in asserting the rights of children in general and indigenous children in particular: (a) young child survival and development; (b) basic education and gender equality; (c) HIV/AIDS and children; (d) child protection from violence, exploitation and abuse; and (e) policy advocacy and partnerships for children's rights.

(a) A substantive right: The right of the child to have his or her best interests assessed and taken as a primary consideration when different interests are being considered in order to reach a decision on the issue at stake, and the guarantee that this right will be implemented whenever a decision is to be made concerning a child, a group of identified or unidentified children or children in general.
(أ) حق أساسي: وهو حق الطفل، سواء أكان ذكراً أم أنثى، في تقييم مصالحه الفضلى وإيلاء الاعتبار الأول لها عندما تبحث المصالح المختلفة للتوصل إلى قرار بشأن المسألة المطروحة، وضمان إعمال هذا الحق كلما اتخذ قرار بشأن طفل مّا أو بشأن مجموعة من الأطفال المحددي الهوية أو غير المحددي الهوية أو الأطفال بوجه عام.
