Article 29 further stipulates that parties shall consult within the framework of a Meeting of the Contracting Parties with a view to resolving disagreements concerning the interpretation or application of the Convention.
وتنص المادة ٢٩ أيضا على أن تتشاور اﻷطراف في إطار اجتماع لﻷطراف المتعاقدة لحل أي خلاف بشأن تفسير الاتفاقية أو تطبيقها.

These annexes determine, respectively, the modalities for arbitration and for conciliation in the settlement of disputes over the interpretation or application of the Convention.

31. The Tribunal further noted the disagreement between the parties on the question of the existence of a dispute between them concerning the interpretation or application of the Convention.

109. States Parties are required by UNCLOS to settle their disputes concerning the interpretation or application of the Convention by peaceful means in accordance with article 2, paragraph 3, of the Charter of the United Nations.

This reservation relieves the State from the obligation to submit disputes with other member states in connection with the interpretation or application of the Convention to arbitration and, in the absence of agreement on organization of the former, the International Court of Justice.

May I recall that out of 145 States parties to the Convention, only 34 have made written declarations relating to the settlement of disputes under article 287 of the Convention, and that 21 States parties have chosen the Tribunal as the means, or one of the means, for the settlement of disputes concerning the interpretation or application of the Convention.
وأود أن أشير إلى أنه من بين 145 دولة طرفا في الاتفاقية، لم تقم سوى 34 دولة بتقديم إعلانات مكتوبة تتعلق بتسوية النـزاعات بموجب المادة 287 من الاتفاقية، وأن 21 دولة طرفاً قد اختارت المحكمة كوسيلة، أو كإحدى الوسائل، لتسوية المنازعات بشأن تفسير الاتفاقية أو تطبيقها.

458. Article 29 of the Convention states that any dispute between two or more States parties concerning the interpretation or application of the Convention must be settled by arbitration or by the International Criminal Court.
458- تنص المادة 29 من الاتفاقية على أن أي خلاف ينشأ بين الدول الأطراف بشأن تفسير الاتفاقية أو تطبيقها يجب أن تتم تسويته عن طريق التحكيم ومحكمة العدل الدولية.

428. Under Part XV, section 1, of UNCLOS States parties are required to settle their disputes concerning the interpretation or application of the Convention by peaceful means, in accordance with Article 2, paragraph 3, of the Charter of the United Nations.

It was to be hoped that, in accordance with the recommendation in General Assembly resolution 57/141, an increasing number of States would utilize the possibility offered by article 287 of the Convention of choosing means for the settlement of disputes concerning the interpretation or application of the Convention.

20. Elaborating on the broad competence of the Tribunal in disputes and questions relating to the law of the sea, the President of the Tribunal pointed out that only 38 States parties to the Convention had filed declarations under article 287 of the Convention, and 22 States parties had chosen the Tribunal as the means or one of the means for the settlement of disputes concerning the interpretation or application of the Convention.
20 - وأوضح رئيس المحكمة الاختصاص الواسع للمحكمة في المنازعات والمسائل المتعلقة بقانون البحار، فأشار إلى أن 38 دولة طرفا في الاتفاقية فقط قد قدمت الإعلانات بموجب المادة 287 من الاتفاقية، وأن 22 دولة طرفا قد اختارت المحكمة كوسيلة أو أحد الوسائل لتسوية منازعات بشأن تفسير الاتفاقية أو تطبيقها.
