3. The conference was being held at a time when the Sudan, the United Nations and the African Union were about to conclude a final agreement on a hybrid peacekeeping operation in Darfur. The new initiative might therefore be seen as reflecting the wish of certain parties to divert attention from the progress being made in addressing the Darfur problem on the political, security and humanitarian levels.
