After a referendum was conducted in the country, a two-chamber parliament was formed in 2005, consisting of the upper chamber, or Senate, and the lower chamber, or Legislative Chamber, of the Oliy Majlis.

During the visits, the Office's delegation had meetings in the Constitutional Court, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Internal Affairs, the Office of the Procurator-General, the Commissioner for Human Rights of the Oliy Majlis and also with heads of the offices of international organizations and members of the diplomatic corps in Tashkent.

On the whole, the study and analysis of claims sent by citizens to the Commissioner for Human Rights of the Oliy Majlis reveal a number of reasons for the gross violations of citizens’ rights and freedoms:

The Chairpersons and the members of the Supreme Court and the Higher Economic Court may not be deputies of the Oliy Majlis.
ولا يجوز أن يكون رؤساء وأعضاء المحكمة العليا والمحكمة الاقتصادية العليا نواباً في المجلس الأعلى.

26. On 25 April 2005, the Committee on Legislation and Court and Legal Issues of the Legislative Chamber of the Oliy Majlis of Uzbekistan arranged a conference on the theme " Improving the legislative basis for ensuring the efficiency of the judicial system and rule of law " .

Response: The Human Rights Commissioner of the Oliy Majlis considers the protection of the rights and legitimate interests of women to be one of the most important areas of her work.

The appointment of the Prime Minister is subject to the review and approval of the chambers of the Oliy Majlis upon the recommendation of the President after consultations with each of the political party factions represented in the Legislative Chamber of the Oliy Majlis and with the deputies chosen from voters' initiative groups.
