Although my delegation shares the view of the representative of Japan that the Disarmament Commission is not the proper forum to discuss the issue of nuclear non-compliance, my delegation cannot but express its most serious concern about North Korea's continued non-compliance with its safeguards agreement and its continued defiance of its non-proliferation obligations.
