On 2 May 2014, China moved the Haiyang Shiyou 981 oil rig into the East Sea to conduct exploratory drilling, placing it at 15-29.58N/111-12.06E.
وفي 2 أيار/مايو 2014، نقلت الصين المنصة النفطية هايانغ شيو 981 إلى البحر الشرقي لإجراء حفـر استكشافـي، حيث نصبتـها في الموقع المحدد بالإحداثيـات 15-29.58 N/111-12.06E.

Since 2005, Chinese ships, on a number of occasions, have intruded into the exclusive economic zone and continental shelf of Viet Nam and have conducted 2-D and 3-D seismic surveys in areas near the current locations of the Haiyang Shiyou 981 oil rig.

2. In the above-mentioned diplomatic note and in other communications with Viet Nam, China maintains that the placement of oil rig Haiyang Shiyou 981 is within the waters of the " Xisha " Islands.
2 - وفي المذكرة الدبلوماسية المشار إليها أعلاه، وفي غيرها من الاتصالات التي قامت بها الصين مع فييت نام، تصرّ الصين على أن المنصة النفطية هايانغ شيو تقع داخل المياه الإقليمية لجزر " شيشا " .

1. According to the competent agencies of Viet Nam and the announcement of the Chinese Maritime Safety Administration, on 27 May 2014 the oil rig Haiyang Shiyou 981 was moved to the location at 15-33.38 north/111-34.62 east, which is entirely within the exclusive economic zone and continental shelf of Viet Nam.
١ - وفقا للوكالات المختصة في فييت نام، وللإعلان الصادر عن إدارة السلامة البحرية الصينية، جرى في 27 أيار/مايو 2014 نقل المنصة النفطية هايانغ شيو 981 إلى النقطة 33.38-15 شمالا/34.62-111 شرقا التي تقع بالكامل ضمن المنطقة الاقتصادية الخالصة والجرف القاري لفييت نام.

1. The placement by China of the Haiyang Shiyou 981 oil rig from 2 May to 15 July 2014 infringed upon Viet Nam's jurisdiction and sovereign rights in its exclusive economic zone and on its continental shelf, as defined in relation to the coast of Viet Nam under the 1982 United Nations Convention on the Law of the Sea.
1 - لقد انتهك نصب الصين المنصة النفطية هايانغ شيو 981 من 2 أيار/مايو إلى 15 تموز/يوليه 2014 ولاية فييت نام وحقوقها السيادية في منطقتها الاقتصادية الخالصة وعلى جرفها القاري المنبثقة من سواحلها بموجب اتفاقية الأمم المتحدة لقانون البحار لعام 1982.

3. A baseline incompatible with international law cannot be used as the basis for a maritime claim in a futile attempt to justify the illegal placement of the Haiyang Shiyou 981 oil rig within the exclusive economic zone and on the continental shelf of Viet Nam.
3 - لا يمكن أن يستند مطلب بحري إلى خط أساس يتنافى مع أحكام القانون الدولي في محاولة يائسة لتبرير الموقع غير القانوني للمنصة النفطية هايانغ شيو 981 في المنطقة الاقتصادية الخالصة والجرف القاري لفييت نام.

Concerning China's illegal placement of the Haiyang Shiyou 981 oil rig in the exclusive economic zone and on the continental shelf of Viet Nam, the position of Viet Nam was clearly set forth in the document attached to the letter dated 3 July 2014 addressed to the Secretary-General of the United Nations by the Permanent Representative of the Socialist Republic of Viet Nam (A/68/943).
فيما يتعلق بنصب الصين المنصة النفطية هايانغ شيو 981 في المنطقة الاقتصادية الخالصة والجرف القاري لفييت نام، أوضحت فييت نام موقفها في الوثيقة المرفقة بالرسالة المؤرخة 3 تموز/يوليه 2014 الموجهة إلى الأمين العام للأمم المتحدة من الممثل الدائم لجمهورية فييت نام الاشتراكية لدى الأمم المتحدة (A/68/943).

Viet Nam rejects the statements contained in the document attached to the letter dated 24 July 2014 addressed to the Secretary-General by the Permanent Representative of the People's Republic of China (A/68/956) referring to the operations of the Haiyang Shiyou 981 oil rig, and emphasizes the following points:
وترفض جمهورية فييت نام الاشتراكية ما أوردته الصين من ملاحظات في الوثيقة المرفقة بالرسالة المؤرخة 24 تموز/يوليه 2014 الموجهة إلى الأمين العام من الممثل الدائم لجمهورية الصين الشعبية (A/68/956) التي تشير فيها إلى أنشطة المنصة النفطية هايانغ شيو 981، وتؤكد النقاط التالية:

Upon instructions from my Government, I have the honour to transmit herewith a diplomatic note dated 23 May 2014 from the Ministry of Foreign Affairs of the Socialist Republic of Viet Nam addressed to the Ministry of Foreign Affairs of the People's Republic of China concerning China's continued illegal operation of the oil rig Haiyang Shiyou 981 in the exclusive economic zone and the continental shelf of Viet Nam since 1 May 2014 (see annex).
