1. Mr. Tag-Eldin (Egypt) introduced draft resolution A/C.2/63/L.5, noting that the text was similar to the previous year's resolution, with some technical updates in the first preambular paragraph and paragraph 8, and minor changes in the thirteenth and fourteenth preambular paragraphs.

66. Mr. Tag-Eldin (Egypt) said that economic and social conditions in the occupied territories continued to deteriorate as a result of the Israeli occupation.

18. Mr. Tag-Eldin (Egypt) said that international action to promote human rights was based on the avoidance of confrontation and respect for the distinctive cultural, ethnic and religious features of different societies.
18 - السيد تاج الدين (مصر): قال إن العمل الدولي في مجال حقوق الإنسان يهدف إلى البُعد عن المواجهة والتصادم واحترام الخصوصيات الثقافية والعرقية والدينية لمجتمعاتنا.

45. Mr. Tag-Eldin (Egypt) said that while some progress had been made in recognizing the special needs and problems of least developed countries and landlocked developing countries, those countries remained vulnerable to external shocks and to the multiple challenges the international community faced, and were marginalized with respect to international trade.

Mr. Tag-Eldin (Egypt) said that the principle of universal jurisdiction, deriving from international conventions relating to genocide, war crimes, crimes against humanity, slavery and torture, was an important means of ensuring that those who committed such heinous crimes were brought to justice.
68 - السيد تاج الدين (مصر): قال إن مبدأ الولاية القضائية العالمية، المستمد من الاتفاقيات الدولية المتعلقة بالإبادة الجماعية وجرائم الحرب والجرائم المرتكبة ضد الإنسانية والاسترقاق والتعذيب، هو وسيلة هامة تكفل تقديم مرتكبي هذه الجرائم البشعة إلى العدالة.

21. Mr. Tag-Eldin (Egypt) said that enhancing respect for the rule of law was fundamental to maintaining international peace and security and promoting the effective protection of human rights and fundamental freedoms, economic growth and sustainable development.
21 - السيد تاج الدين (مصر): قال إن تعزيز احترام سيادة القانون شرط أساسي لصون السلام والأمن الدوليين وتشجيع الحماية الفعالة لحقوق الإنسان والحريات الأساسية وتحقيق النمو الاقتصادي والتنمية المستدامة.

Mr. Tag-Eldin (Egypt) (spoke in Arabic): I would first like to express our sincere wishes for the blessed Eid al-Adha, especially to our Muslim brothers. We hope that this will bring blessings to the Muslim nation and the entire world, and peace, security and felicity to all.

20. Mr. Tag-Eldin (Observer for Egypt), speaking on behalf of the Movement of Non-Aligned Countries, reiterated the Movement's strong support for the work of the Special Committee on Decolonization and urged the administering Powers to grant their full support to the activities of the Committee.
20 - السيد تاج الدين (المراقب عن مصر): تكلم باسم حركة بلدان عدم الانحياز، وأكد من جديد تأييد الحركة القوي لأعمال اللجنة الخاصة المعنية بإنهاء الاستعمار، وحث الدول القائمة بالإدارة على منح دعمها الكامل لأنشطة اللجنة.

2. Mr. Tag-Eldin (Egypt) said that the sponsors wished to revise the fifteenth preambular paragraph of the draft resolution. After the words, " the dismantlement of settlements therein " , the words " as a step towards the implementation of the road map " should be added.

Mr. Tag-Eldin (Egypt) said that the report had amply documented the deterioration of conditions in the Occupied Palestinian Territory resulting from Israel's excessive use of force, arbitrary arrest, expropriation, land levelling, settlement expansion, restriction of movement, and continued construction of the separation barrier in defiance of the advisory opinion of the International Court of Justice.

Mr. Tag-Eldin (Egypt): I take the floor in the exercise of the right of reply to respond to the false allegation made in the statement that was delivered by the representative of Sweden, which included baseless claims about the situation of the freedom of expression in my country, among other countries.

15. Mr. Tag-Eldin (Egypt) said that there were eight additional sponsors whose names were not reflected in the text. They were: Bolivia, Comoros, Cuba, Ecuador, Libyan Arab Jamahiriya, Senegal, South Africa and Venezuela.

Mr. Tag-Eldin (Egypt): At the outset, I would like to express Egypt's appreciation to the President of the International Criminal Court (ICC) for submitting the report under consideration today (A/66/309), and to the Court for playing an important role in the development of concepts of international criminal law to address the heinous crimes committed against peoples and societies and to fight impunity.
