Although a number of administrative and technical matters remained to be dealt with, the transition from the Kingston Office was effectively completed by the end of May 1996 and, by agreement with the Legal Counsel of the United Nations, whose Office was also responsible for the operations of the Kingston Office for the Law of the Sea, the Secretary-General assumed full administrative responsibility for the Authority with effect from 1 June 1996.
