5. In order to mobilize the financial resources necessary for affected developing country Parties to combat desertification and mitigate the effects of drought, the Parties shall:
٥ - من أجل تعبئة الموارد المالية اللازمة لﻷطراف من البلدان النامية المتأثرة بغية مكافحة التصحر وتخفيف آثار الجفاف، تقوم اﻷطراف بما يلي:

the Parties shall define an inter-State strategy for education and develop joint programmes for instructing students and training and retraining specialists.
تقوم اﻷطراف بتحديد استراتيجية مشتركة بين الدول للتعليم وبوضع برامج مشتركة لتعليم الطلبة، وتدريب المتخصصين وإعادة تدريبهم.

Measures to be taken by the Parties shall include but not be limited to:
تتخذ الأطراف تدابير تشمل على نحو غير حصري ما يلي:

2. the Parties shall endeavour to reach agreement on a conciliator or conciliators, unless a different procedure for their appointment has been agreed upon.

the Parties shall provide the necessary authority within the ensuing 48 hours.

To prevent, control and reduce transboundary impact, the Parties shall develop, adopt, implement and, as far as possible, render compatible relevant legal, administrative, economic, financial and technical measures, in order to ensure, inter alia, that:
لمنع الآثار العابرة للحدود ومكافحتها وخفضها، تضع الأطراف وتعتمد وتنفذ، وحيثما يكون ذلك ممكنا، تكيّف التدابير القانونية والإدارية والاقتصادية والمالية والتقنية، وذلك لضمان، في جملة أمور، ما يلي:

the Parties shall establish the following joint bodies to administer integration in order to achieve the objectives of this Treaty: the Inter-State Council, the Integration Committee and the Interparliamentary Committee.
لتحقيق أهداف هذه المعاهدة تقوم اﻷطراف بإنشاء اﻷجهزة المشتركة التالية ﻹدارة التكامل: مجلس الدول المشترك ولجنة التكامل واللجنة البرلمانية المشتركة.

(b) the Parties shall provide and fulfil guarantees of security to make such repairs.
)ب( تقوم اﻷطراف بتوفير وتنفيذ ضمانات اﻷمن اللازمة للقيام بهذه الاصلاحات.

(b) the Parties shall evaluate the proposal in accordance with the procedures set forth in Executive Body decision 1998/2, including any amendments thereto.

the Parties shall consult promptly, at the request of either Party, concerning the interpretation, application or implementation of this Agreement, either generally or in relation to a particular case.
يتعيّن على الطرفين أن يتشاورا على جناح السرعة، بناءً على طلب أي منهما، فيما يتعلق بتفسير هذا الاتفاق أو تطبيقه أو تنفيذه، إمّا بصفة عامة وإمّا بشأن حالة معيّنة.

9. the Parties shall require that each person who takes charge of a transboundary movement of hazardous wastes or other wastes sign the movement document either upon delivery or receipt of the wastes in question.
9 - على الأطراف أن تشترط أن يقوم كل شخص مسؤول عن نقل نفايات خطرة أو نفايات أخرى عبر الحدود بالتوقيع على وثيقة النقل إما عند تسليم النفايات قيد النظر أو استلامها.

On the basis of supplementary agreements, the Parties shall transfer to Association bodies such property as they may need to exercise the powers entrusted to them.
وعن طريق اتفاقات تكميلية، يقوم الطرفان بتزويد أجهزة الرابطة بالممتلكات اللازمة لتنفيذ المهام المنوطة بها.

2. the Parties shall establish and implement policies for the planning, conservation, management, utilization and development of underground and surface water, as well as the harvesting and use of rain water, and shall endeavour to guarantee for their populations a sufficient and continuous supply of suitable water, taking appropriate measures with due regard to:
2 - تضع الأطراف وتنفذ سياسات لتخطيط المياه الجوفية والسطحية وحفظها وإدارتها واستخدامها وتنميتها، فضلا عن تجميع مياه الأمطار واستخدامها، وتسعى إلى ضمان إمداد سكانها بكميات كافية ومتواصلة من المياه الملائمة، متخذة في ذلك التدابير المناسبة مع المراعاة الواجبة لما يلي:

The central banks of the Parties shall establish an interbank association in order to conduct mutual consultations and coordinate measures being implemented.
وتنشئ المصارف المركزية لﻷطراف اتحادا مصرفيا بهدف التشاور وتنسيق التدابير التي تنفذ.

However, through this decision, the Parties caution Namibia, in accordance with item B of the indicative list of measures, that in the event that it fails to return to compliance in a timely manner, the Parties shall consider measures, consistent with item C of the indicative list of measures.
إلا أن الأطراف مع ذلك تنبه ناميبيا، من خلال هذا المقرر، وفقاً للبند باء من القائمة الإرشادية بالتدابير، بأنه إذا لم تتمكن من العودة إلى الامتثال في الوقت المناسب، فإن الأطراف سوف تنظر في اتخاذ تدابير تتوافق مع البند جيم من القائمة الإرشادية بالتدابير.

Sessions of the Conference of the Parties shall be held in public, unless the Conference of the Parties decides otherwise.

the Parties shall facilitate the rapid return of internally displaced persons.

2. the Parties shall consider the conclusion of bilateral or regional agreements or understandings aimed at:
٢ - على الدول اﻷطراف أن تنظر في ابرام اتفاقات أو تفاهمات ثنائية أو اقليمية تستهدف ما يلي :

Article 6. the Parties shall make every effort to eradicate impunity.
المادة ٦ - تضطلع اﻷطراف بجميع الجهود اللازمة للقضاء على الافلات من العقاب.
