In many cases, external finance provided to developing countries was not used for financing investment in the real sector, but for the financing of consumption and speculative activities, with negative impact on exchange and interest rates.

1. Reaffirms that results-based finance provided to developing country Parties for the full implementation of the activities referred to in decision 1/CP.16, paragraph 70, that is new, additional and predictable may come from a variety of sources, public and private, bilateral and multilateral, including alternative sources, as referred to in decision 2/CP.17, paragraph 65;
1- يؤكد من جديد أن التمويل القائم على النتائج المقدم إلى البلدان النامية الأطراف من أجل التنفيذ الكامل للأنشطة المشار إليها في الفقرة 70 من المقرر 1/م أ-16، المتسم بكونه جديداً وإضافياً ويمكن التنبؤ به، يمكن أن يأتي من مصادر متنوعة، عامة وخاصة، وثنائية ومتعددة الأطراف، بما فيها المصادر البديلة، كما هو مشار إليه في الفقرة 65 من المقرر 2/م أ-17؛

61. The SBI invited Parties to submit to the secretariat, by 19 September 2011, information on support provided to developing country Parties and activities undertaken to strengthen existing and, where needed, establish national and regional systematic observation and monitoring networks, for compilation into a miscellaneous document for consideration by the SBI at its thirty-fifth session.
61- ودعت الهيئة الفرعية الأطراف إلى أن تقدم إلى الأمانة، في موعد أقصاه 19 أيلول/سبتمبر 2011، معلومات عن الدعم المقدم إلى البلدان النامية الأطراف والأنشطة المضطلع بها لتعزيز شبكات المراقبة والرصد المنهجيين الوطنية والإقليمية القائمة، وللعمل على إنشاء تلك الشبكات عند الاقتضاء، من أجل تجميع تلك المعلومات في وثيقة متفرقات تنظر فيها الهيئة الفرعية في دورتها الخامسة والثلاثين.

51. 48. The SCF is mandated to assist the COP in exercising its functions with respect to the financial mechanism of the Convention in terms of improving coherence and coordination in the delivery of climate change financing, rationalization of the financial mechanism, mobilization of financial resources and the measurement, reporting and verification of support provided to developing country Parties.

42. The Cancun Conference decided that developed countries should submit biennial reports detailing mitigation actions taken to achieve their reduction targets, the reductions achieved, projected emissions and the financial, technology and capacity-building support provided to developing countries.
42 - وقرر مؤتمر كانكون أنه يتعين على البلدان المتقدمة النمو تقديم تقارير كل سنتين تُفصل إجراءات التخفيف التي تمت لتحقيق أهدافها للحد من الانبعاثات والانخفاضات التي تحققت، والانبعاثات المتوقعة، والدعم المالي والتكنولوجيا وبناء القدرات المقدم إلى البلدان النامية.

28. In the context of Article 2, paragraph 3, one submission called for enhanced monitoring and verification, particularly of the assessments made, the models and tools used by Annex I Parties, and the support provided to developing countries to cope with the adverse impacts of the mitigation policies and measures.
