I understand that that has not been common practice in the Committee or in other Committees of the General Assembly, but I am afraid that that must change, for two reasons.
وأفهم أن تلك لم تكن ممارسة معمول بها في اللجنة أو في أي من اللجان الأخرى للجمعية العامة، ولكن أعتقد أنه لا بد أن يتغـيَّر ذلك، وهذا لسببين.

That is, either in the Committee or in plenary meeting, unless that delegation's vote in plenary meeting is different from its vote in the Committee.

However, any delegation could raise questions and all States members of the Committee or any delegation could request that an item be inscribed on the agenda.
