1. fordert alle Staaten auf, soweit noch nicht geschehen, Vertragsstaaten des Seerechtsübereinkommens1 wie auch des Übereinkommens zur Durchführung des Teiles XI des Seerechtsübereinkommens der Vereinten Nationen vom 10. Dezember 1982 ("Durchführungsübereinkommen")1 zu werden, um das Ziel der weltweiten Teilnahme zu erreichen;
