This uncertainty surrounding the post-2012 period is significantly impeding the development and uptake of the JI mechanism, especially given that it was not able to commence in earnest until 2006 and that some Parties are now at the stage of developing their JI programmes, and will also hinder the smooth transition of JI from one commitment period to the next.
