Concern was expressed by non-governmental organizations about the occurrence of enforced disappearances in the context of the Government's counter-insurgency operations against the Movement for Democracy and Justice in Chad (Mouvement pour la Démocratie et la Justice au Tchad (MDJT)), an armed opposition group operating in northern Chad.

However, the Government of Ethiopia, as a victim of unprovoked aggression, has taken precautionary measures on former EPLF combatants, members of the EPLF's clandestine organization called " People's Front for Democracy and Justice " , and conscripts who entered Ethiopia taking advantage of the visa liberalization policy, and on those who have been found contributing materially and financially to Eritrea's war of aggression.

5. According to the information submitted to the Working Group: Messrs. Petro Solomo, Ogbe Abraha, Haile Woldensae, Mahmoud Sherifo, Berhane Ghebregzabher, Slih Idris Kekya, Hamed Himed, Stefanos Syuom, Germano Nati, Berraki Ghebreslasse and Ms. Aster Feshazion are former Eritrean government officials and are part of a group of 15 senior officials of the ruling People's Front for Democracy and Justice (PFDJ).

To this end, the EPLF's clandestine organization called " People's Front for Democracy and Justice " has been undertaking a sinister move to organize its underground structure in all parts of Ethiopia, which the Government of Ethiopia unveiled at the earliest stage (see annex II). The aim of this clandestine activity is the destabilization of Ethiopia using Eritrean nationals residing in Ethiopia.

Mahmud Sherifo, born in 1948, is a founding member of the Eritrean Liberation Front (EPLF) in 1970 and has been, since the independence of Eritrea (1991), a member of the Central Council of the ruling People's Front for Democracy and Justice (PFDJ), a member of the National Assembly, Minister of Foreign Affairs and Minister of Zonal Administration, and has replaced the President of the State in his absence;
(أ) محمود شريفو، المولود في عام 1948، هو أحد أعضاء جبهة التحرير الإريترية المؤسسين لها في عام 1970، وهو أيضاً، منذ استقلال إريتريا (1991)، عضو في المجلس المركزي للجبهة الشعبية من أجل الديمقراطية والعدالة الحاكمة، وعضو في الجمعية الوطنية، ووزير الشؤون الخارجية، ووزير إدارة المناطق، كما ناب عن رئيس الدولة في أثناء غيابه؛
