339. Concern is expressed at the insufficient information on the demographic composition of the occupied part of Cyprus, due to the fact that the State party is still prevented by the Turkish army from undertaking any census or other relevant data collection on the whole of the territory of the Republic of Cyprus.
٩٣٣- أعرب عن القلق إزاء نقص المعلومات عن التكوين الديموغرافي للجزء المحتل من قبرص ﻷن الجيش التركي ما زال يمنع الدولة الطرف من القيام بأي تعداد للسكان أو غير ذلك من عمليات جمع البيانات ذات الصلة في أراضي جمهورية قبرص بكاملها.

While the Committee notes that the State party does not exercise control over all of its territory and is thus unable to ensure full application of the Convention, it remains concerned that the current political situation hinders the efforts to protect vulnerable groups covered by the Convention in the territory of the Republic of Cyprus.

The Committee remained concerned that the current political situation hindered the efforts to protect vulnerable groups covered by the Convention in the territory of the Republic of Cyprus.

Despite the continuing foreign occupation of almost 40 per cent of the territory of the Republic of Cyprus and the constant threat posed by some 40,000 occupation troops stationed on the island, the ratification of the Ottawa Convention comes as a concrete demonstration of our political will for peace and reconciliation in Cyprus consistent with our genuine commitment to international norms in the field of disarmament.

Furthermore, General Assembly resolution 37/253 of 13 May 1983 deplored the fact that " part of the territory of the Republic of Cyprus is still occupied by foreign forces " (eighth preambular para.) and considered " the withdrawal of all occupation forces from the Republic of Cyprus as an essential basis for a speedy and mutually acceptable solution of the problem of Cyprus " (para. 7).
وفضلا عن ذلك، أعرب قرار الجمعية العامة للأمم المتحدة 37/253، المؤرخ 13 أيار/مايو 1983، عن الأسف لأن " جزءا من أراضي جمهورية قبرص لا تزال تحتله قوات أجنبية " (الفقرة الثامنة من الديباجة). واعتبر " انسحاب جميع قوات الاحتلال من جمهورية قبرص أساسا جوهريا لحل مشكلة قبرص حلا سريعا ومقبولا من الطرفين " (الفقرة 7).

The reference to " special arrangements for the practical inclusion of North Cyprus, as an economic entity, into the European Union's custom union " (fifth point of the action plan in the Turkish proposals) is particularly enlightening as to the true Turkish intentions, since it insinuates that there exists in the occupied area of Cyprus a separate entity, which is not part of the territory of the Republic of Cyprus.
والإشارة إلى " ترتيبات خاصة لضم شمال قبرص، باعتباره كيانا اقتصاديا، في الاتحاد الجمركي التابع للاتحاد الأوروبي " (النقطة الخامسة من خطة العمل التي تضمنتها المقترحات التركية)، تلقي الضوء بصورة خاصة على حقيقة النوايا التركية، حيث تلمح إلى وجود كيان منفصل في الجزء المحتل من قبرص، لا يشكل جزءا من أراضي جمهورية قبرص.

It should be recalled in this regard that under the Cyprus accession treaty the entirety of the territory of the Republic of Cyprus is part of the European Union but the application of the acquis communautaire is temporarily suspended in the area north of the ceasefire line (known as the Green Line) due to the Turkish occupation and the ensuing impossibility for the Government of Cyprus to exercise effective control in that area.
وينبغي الإشارة بهذا الصدد إلى أن أراضي جمهورية قبرص بأكملها جزء من الاتحاد الأوروبي بموجب معاهدة انضمام قبرص، إلا أن تطبيق قوانين الاتحاد الأوروبي (acquis communautaire) عُلق بصورة مؤقتة في المنطقة الواقعة شمال خط وقف إطلاق النار (المعروف بالخط الأخضر) بسبب الاحتلال التركي وما تبعه من استحالة ممارسة حكومة قبرص لسيطرتها الفعلية على تلك المنطقة.

I have the honour to draw your attention to the systematic abuses by Turkey of the sovereignty and territorial integrity of the Republic of Cyprus by its blatantly violating international law in a way that seriously jeopardizes safety and security in the greater region.
