ونعتزم أيضا الالتزام، حسب الضرورة والاقتضاء، بمساعدة الدول في بناء القدرة على حماية سكانها من الإبادة الجماعية وجرائم الحرب والتطهير العرقي والجرائم المرتكبة ضد الإنسانية، ومساعدة الدول التي تشهد توترات قبل أن تنشب فيها أزمات وصراعات.

They also affirmed the role of the international community in assisting States to protect their populations from these crimes, including by " assisting those which are under stress, before crises and conflicts break out " .
وأكدوا أيضا دور المجتمع الدولي في مساعدة الدول على حماية سكانها من هذه الجرائم، بوسائل منها " مساعدة الدول التي تشهد توترات قبل أن تنشب فيها أزمات وصراعات " .

Again, paragraph 139 of the Outcome document states: " We also intend to commit ourselves, as necessary and appropriate, to helping States build capacity to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity and to assisting those which are under stress before crises and conflicts break out " .

24. As noted above, in paragraph 139 of the 2005 World Summit Outcome, the heads of State and Government called for international assistance to States " under stress before crises and conflicts break out " .
