39. The Committee decided further to use PAREs or other appropriate conversion rates as part of the preparation for the next scale based on the revised criteria referred to in paragraph 23 of the present report.

3. As part of its review process, the Committee on Contributions considered whether MERs resulted in excessive fluctuations or distortions in the income of particular Member States, for possible replacement with price-adjusted rates of exchange (PAREs) or other appropriate conversion rates.

The Committee recalled and reaffirmed its recommendation that conversion rates based on MERs should be used for the scale of assessments, except where that would cause excessive fluctuations and distortions in the GNI of some Member States expressed in United States dollars, in which case PAREs or other appropriate conversion rates should be applied.
