In conclusion, I would like to pay tribute to my Special Representative and to the Force Commander, Major General Chris Garuba, who completed his tour of duty on 30 September when he was succeeded by Major General Phillip Sibanda (Zimbabwe), as well as to all the military, police and civilian staff of UNAVEM III, for their dedication to the cause of peace under difficult conditions.
