(a) Organizational development for the investigation, prosecution and punishment of acts of sexual violence within the context of armed conflict, with the aim of ensuring the existence of organizational mechanisms for establishing investigation, prosecution, punishment and reparation measures in cases of this kind.
(أ) التطوير المؤسسي للتحقيق في قضايا أعمال العنف الجنسي المرتكبة في سياق الصراع المسلح ومحاكمة مرتكبيها وإنزال العقوبة بهم، وذلك بغية إيجاد آليات مؤسسية لوضع تدابير للتحقيق في هذا النوع من القضايا ومحاكمة مرتكبيها ومعاقبتهم وجبر الضرر الناشئ عنها.

The report of the Secretary-General (S/2012/33) illustrates in a most alarming way how impunity linked to human rights abuses of the past, in particular acts of sexual violence perpetrated in armed conflict, is a major factor undermining early recovery and peace consolidation, and frequently allows sexual violence to persist.
يظهر تقرير الأمين العام (S/2012/33) بصورة مقلقة للغاية كيف أن الإفلات من العقاب المرتبط بانتهاكات حقوق الإنسان في الماضي، ولا سيما أعمال العنف الجنسي المرتكبة خلال الصراع المسلح، يشكل عاملا رئيسيا من عوامل تقويض الانتعاش المبكر وتوطيد السلام، وأنه كثيرا ما يسمح باستمرار العنف الجنسي.

The State party should also ensure that all the victims of sexual violence committed during the internal conflict receive prompt and adequate compensation and medical, psychological and social rehabilitation.
وينبغي للدولة الطرف أيضاً أن تكفل حصول جميع ضحايا أعمال العنف الجنسي المرتكبة أثناء النزاع الداخلي على تعويض سريع وكاف والاستفادة من إعادة التأهيل الطبي والنفسي والاجتماعي.
