The callousness of the authors of the " Report " and the extent to which they go in misrepresenting facts is best illustrated by the following example: the " Report " enumerates a number of cases of the seizure of goods from members of the Albanian national minority by the financial police.
وخيــر مثال علــى قسوة أصحاب " التقرير " وعلى المدى الذي يذهبون اليه في تشويه الحقائق، ما يلي: يسرد " التقرير " عددا من حالات قيام الشرطة المالية بمصادرة بضائع من أفراد اﻷقلية القومية اﻷلبانية.

This leads to the conclusion that the financial police have carried out their duty according to the law rather than according to the nationality of the owners of the seized goods, so that Serbs ended up being punished more severely than members of the Albanian national minority.

Such a conclusion failed to address the crux of the matter, namely that the members of the Albanian national minority from Kosovo and Metohija wilfully and on political grounds rejected the uniform education system, curricula, certificates and diplomas valid throughout the territory of the Republic of Serbia, even though, for them, teaching was anticipated in their vernacular, namely the Albanian language.
إن هذا الاستنتاج قد عجز عن تناول لب المشكلة، أي أن أفراد اﻷقلية القومية اﻷلبانية من كوسوفو وميتوهيجا رفضوا عن عمد ولدوافع سياسية نظام التعليم ومناهجه وشهاداته الموحدة المعترف بها في كامل أراضي جمهورية صربيا، على الرغم من أنه كان من المتوقع أن يتم التعليم بلغتهم أي اللغة اﻷلبانية.

The underlying reason for the boycott is that the political leaders of this minority are preventing members of the Albanian national minority from exercising their constitutional minority and democratic rights, including the right to vote and cooperate in the conduct of the official census.

The real issue of Kosovo and Metohija is not the alleged violation of the human rights of the Albanian national minority as contended by Mr. Serreqi, but the fact that under the pressure of their separatist leaders and with the outright support of Albania, the members of the Albanian national minority do not exercise the autonomy and rights provided by the Constitution.

1. The alleged concern of Slovenia for the members of the Albanian national minority in Serbia has never been - nor is it at present - prompted by genuine commitment to respect human rights, but exclusively by Slovenia's interests within the region and beyond, and by placing Slovenia and its politics to serve the realization of other, broader political and strategic interests.
١- إن القلق المزعوم الذي يساور سلوفينيا إزاء أفراد اﻷقلية القومية اﻷلبانية في صربيا لم يكن أبداً - ولا هو اﻵن - بدافع الالتزام الصادق باحترام حقوق اﻹنسان، بل يرجع حصراً إلى مصالح سلوفينيا في المنطقة وخارجها، ولكي تحقق سلوفينيا وسياساتها مصالح سياسية واستراتيجية أخرى أوسع نطاقاً.

For the purpose of internationalizing the " problem of Kosovo and Metohija " , the Albanian separatist leaders have over a protracted period of time brought pressure to bear on, and encouraged, the members of the Albanian national minority to emigrate and seek asylum in the developed Western countries.
ولغرض إضفاء الطابع الدولي على " مشكلة كوسوفو وميتوهيا " ، مارس القادة الانفصاليون اﻷلبان على امتداد فترة طويلة نفوذهم للضغط على أفراد اﻷقلية القومية اﻷلبانية وتشجيعهم على الهجرة وطلب اللجوء في البلدان الغربية المتقدمة النمو.

Albania continues to encourage the members of the Albanian national minority in Kosovo and Metohija not to be loyal to the State in which they live - Serbia and the Federal Republic of Yugoslavia; it encouraged them not to participate in the legal general elections, to boycott the educational system, etc.
