Article 5, paragraph 1, of the Convention addresses the State obligation to ensure that its authorities, officials, agents, institutions and others acting on behalf of the State refrain from acts of violence against women.

Last but not least, where States and/or intergovernmental bodies are deploying military, peacekeeping or civilian policing operations abroad, they must also act with due diligence to ensure that these personnel do not commit acts of violence against women.
99- وأخيراً وليس آخراً، يتعين أيضاً على الدول أو الهيئات الحكومية الدولية أو كليهما، في الحالات التي تنشر فيها وحدات عسكرية لحفظ السلام أو الشرطة المدنية في الخارج، أن تحرص على كفالة ألا يرتكب هؤلاء الموظفون أفعال عنف ضد المرأة.

25. The same Committee reaffirmed the due diligence standard in 2007 through its consideration of two complaints which alleged a failure on the part of the State to investigate and prosecute acts of violence against women, in violation of articles 1, 2, 3 and 5 of the Convention.
