The victim of aggression must not be punished for the lack of action on the part of the Security Council to enforce its resolutions or the lack of political will on the part of the aggressor to reach an agreement in accordance with General Assembly and Security Council resolutions.
وقال إن ضحية الاعتداء يجب ألا يعاقب على عدم اتخاذ مجلس اﻷمن اجراءات كافية بغية إنفاذ قراراته، أو على نقص اﻹرادة السياسية من جانب المعتدي للتوصل إلى اتفاق عملا بقرارات الجمعية العامة ومجلس اﻷمن.
