The research should pay special attention to the needs of the most vulnerable economies, and in particular to the development and implementation of coherent transit systems that will benefit landlocked developing countries and transit developing countries, taking into account the Almaty Ministerial Declaration and Programme of Action.
وينبغي أن تولي البحوث اهتماماً خاصاً لاحتياجات أضعف الاقتصادات، وبخاصة لإنشاء وتنفيذ شبكات عبـور مترابطـة تستفيـد منها البلدان النامية غير الساحلية وبلدان العبور النامية، على أن يؤخذ في الاعتبار إعلان ألماتي الوزاري وبرنامج عمل ألماتي.

The document also outlines the goals of UNCTAD in addressing these problems, within a new global framework for transit transport cooperation for landlocked and transit developing countries in accordance with the Almaty Ministerial Declaration and the Almaty Programme of Action, particularly those relating to their inherent disadvantages and vulnerabilities.

The Conference unanimously adopted the Almaty Programme of Action: Addressing the Special Needs of Landlocked Developing Countries within a New Global Framework for Transit Transport Cooperation for Landlocked and Transit Developing Countries, and the Almaty Ministerial Declaration.
2 - واعتمد المؤتمر بالإجماع برنامج عمل ألماتي: تلبية الاحتياجات الخاصة للبلدان النامية غير الساحلية في إطار عالمي جديد للتعاون في مجال النقل العابر من أجل البلدان النامية غير الساحلية وبلدان المرور العابر النامية، وإعلان ألماتي الوزاري.

20. The United Nations agencies should provide more assistance to landlocked and transit developing countries in their efforts to build efficient transit transport systems that would enable them to increase trade and accelerate their development and thus ensure that the Almaty Ministerial Conference would produce results.
20 - ومن رأي منغوليا أنه يجب على وكالات الأمم المتحدة أن تزيد من مساعدة البلدان غير الساحلية وبلدان المرور العابر النامية في إعداد نظم فعالة للنقل والمرور العابر، مما يمكنها من مضاعفة مبادلاتها التجارية وتعجيل تنميتها، إلى جانب العمل على تنفيذ نتائج مؤتمر ألماتي الوزاري.

On 23 September, at a meeting of senior officials of the Istanbul Process in New York, Afghanistan presented the progress achieved since the Almaty Ministerial Conference on the Istanbul Process was held, in April, on the six confidence-building measures.
وفي اجتماع لكبار مسؤولي عملية إسطنبول عُقد في نيويورك في 23 أيلول/سبتمبر، أعلنت أفغانستان عن التقدم المحرز بشأن التدابير الستة المتعلقة ببناء الثقة، وذلك منذ مؤتمر ألماتي الوزاري المعني بعملية إسطنبول المعقود في نيسان/أبريل.

In addition to the trade facilitation negotiations within the context of the Doha Development Round, the international community should take into consideration relevant measures in accordance with the Almaty Ministerial Declaration adopted at the Fourth Meeting of Trade Ministers of landlocked developing countries held in September.

31. Support for the full and timely implementation of the Almaty Ministerial Declaration and the Almaty Programme of Action and its Midterm review, especially in view of the ten year review conference of the Almaty Programme of Action to be held in 2013 should be enhanced.
31- وينبغي تكثيف الدعم لتنفيذ إعلان ألماتي الوزاري وبرنامج عمل ألماتي واستعراضه في منتصف المدة تنفيذاً كاملاً وفي الوقت المطلوب، آخذاً بعين الاعتبار الخاص دورة عام 2013 لمؤتمر استعراض برنامج عمل ألماتي الذي يعقد كل عشر سنوات.

(b) Further addressing the special trade, investment and development needs of landlocked developing countries, including by continuing its support for the effective implementation of the Almaty Ministerial Declaration and the Almaty Programme of Action;
