وتنص ديباجة اتفاقية الطيران المدني الدولي المعتمدة في شيكاغو في عام ١٩٩٤ على ما يلي: " إن تطور الطيران المدني الدولي في المستقبل يمكن أن يساعد كثيرا في خلق التفاهم والحفاظ عليه بين أمم وشعوب العالم... " .
