Any body or agency, whether national or international, governmental or non-governmental, may be represented at sessions of the COP under the following conditions: (a) it is qualified in matters covered by the Convention, (b) it has informed the permanent secretariat of its wish to be represented at a session of the COP, and (c) unless at least one third of the Parties present at the session object.
