We believe that including a mechanism on notification in the future treaty will enhance transparency in the activities of States in the use and exploration of outer space and will also help to ensure the safety of traffic in circumterrestrial outer space.

Over the years, the international community has realized the severe consequences of the weaponization of and an arms race in outer space and has made unremitting efforts to codify and improve relevant international legal regimes as well as to regulate activities of States in outer space.

Some delegations expressed the view that the efforts of the Working Group on the Long-term Sustainability of Outer Space Activities and its expert groups to develop a set of technical guidelines were consistent with the principles of the existing international framework governing the activities of States in outer space.

30. The 1962 Declaration of Legal Principles Governing the activities of States in the Exploration and Use of Outer Space represented a significant first step in codifying the fundamental legal principles governing the orderly exploration and use of outer space and had set the stage for the four core treaties that still governed space activities.

8. Cuba reiterated that outer space must be seen as the common heritage of humanity, to be defended on the basis of three main principles that must regulate States' activities with respect to its exploration and use.
