143. There was a risk that the balances in the biennium 2006-2007 financial statements might be misstated and the cash flow statement might not accurately reflect the activities of UNOPS.

(b) Separate " special accounts " , as required by UNOPS activities, for identification, administration and management of resources entrusted to the charge of UNOPS by a funding source.
(ب) " الحسابات الخاصة " المستقلة حسب ما تقتضيه أنشطة مكتب خدمات المشاريع لتحديد الموارد التي يعهد بها أي مصدر تمويلي لمكتب خدمات المشاريع، وتنظيمها وإدارتها.

(n) " UNOPS activities " shall mean undertakings by UNOPS, either in the form of services funded by projects or in the form of transactions funded from the UNOPS account;
)ن( يعني مصطلح " أنشطة مكتب خدمات المشاريع " اﻷعمال التي يضطلع بها مكتب خدمات المشاريع، سواء في شكل خدمات ممولة من مشاريع أو في شكل معاملات ممولة من حساب مكتب خدمات المشاريع؛

(a) UNOPS activities are in accordance with its legislative mandate and the policies adopted by the General Assembly, the Economic and Social Council and the Executive Board (organizational accountability);
(أ) أن تكون أنشطة مكتب خدمات المشاريع متوافقة مع ولايته التشريعية والسياسات التي أقرتها الجمعية العامة والمجلس الاقتصادي والاجتماعي والمجلس التنفيذي (المساءلة التنظيمية)؛

(c) UNOPS activities are conducted in the most efficient and effective manner, and programme overlaps, duplications and inefficient use of resources are avoided (operational accountability); and
(ج) أن تُنفذ أنشطة مكتب خدمات المشاريع بأكثر السبل كفاءة وفعالية، على نحو يكفل تلافي التداخل بين البرامج وتجنب الازدواج، وعدم الكفاءة في استخدام الموارد (المساءلة التشغيلية)؛

(c) UNOPS activities are conducted in the most efficient and effective manner, and programme overlaps, duplications and the inefficient use of resources are avoided (operational accountability); and
(ج) أن تُنفذ أنشطة مكتب خدمات المشاريع بأكثر السبل كفاءة وفعالية، على نحو يكفل تلافي التداخل بين البرامج وتجنب الازدواج، وعدم الكفاءة في استخدام الموارد (المساءلة التشغيلية)؛

This theme appeared again the following year in the Administrator's report DP/1989/75: " It is the deliberate attempt to respond empirically to a great variety of development needs, at the different stages of project implementation, that has shaped the service-oriented character of much of the activities of OPS. "
