١٢ - كما تسلم اللجنة بما أبداه المقرر الخاص الذي عينته لجنة القانون الدولي من رأي مؤداه أن الاعتراضات التي تبديها الدول لا تعتبر مجرد وسيلة لممارسة الضغط على الدول المتحفظة وإنما تعد أيضا بمثابة مبدأ توجيهي مفيد لتقييم مدى جواز إبداء التحفظ من جانب اللجنة ذاتها.

In that connection, he found that objections with supermaximum effects took such an intention to its extreme limits because, for all practical purposes, it " destroyed " the reservation and he continued to have doubts about the validity of that practice.
