28. Mr. NAMBURETE (Mozambique) said that his delegation associated itself with the statement made on behalf of the Group of 77 and China. It wished to reaffirm the principle that capacity to pay must be the fundamental criterion for the apportionment of the expenses of the Organization. That principle should be more effectively implemented in order to redress the unfair burden imposed on developing countries by the current scale methodology.

Ms. Omer Beshir (Sudan) said that her delegation supported the statements made by the representative of Guyana, on behalf of the Group of 77 and China, and by the representative of South Africa, on behalf of the Non-Aligned Movement. Her delegation agreed that capacity to pay should remain the basis for determining assessments and that account should be taken of the debt burden of the developing countries in determining capacity to pay.
