Noting that the World Conference on Human Rights reaffirmed the right to development as a universal and inalienable right and an integral part of all fundamental human rights,

وإذ تؤكد أن المؤتمر العالمي لحقوق الإنسان اتفق على دعوة المجتمع الدولي إلى بذل كل ما في وسعه من أجل المساعدة على تخفيف عبء الدين الخارجي الملقى على عاتق البلدان النامية، بغية تكملة الجهود التي تبذلها حكومات هذه البلدان من أجل التوصل إلى الإعمال التام للحقوق الاقتصادية والاجتماعية والثقافية لشعوبها،

Recalling also that the World Conference on Human Rights firmly declared that efforts to eradicate torture should first and foremost be concentrated on prevention and called for the adoption of an optional protocol to the Convention, intended to establish a preventive system of regular visits to places of detention,
وإذ تشير أيضاً إلى أن المؤتمر العالمي لحقوق الإنسان أعلن جازما أن الجهود الرامية إلى استئصال شأفة التعذيب ينبغي أن تركز أولاً وقبل كل شيء على الوقاية، ودعا إلى اعتماد بروتوكول اختياري للاتفاقية، الغرض منه إنشاء نظام وقائي يقوم على زيارات منتظمة لأماكن الاحتجاز،

Also recalling that the World Conference on Human Rights, in the Vienna Declaration and Programme of Action adopted in 1993, reaffirmed that all human rights are universal, indivisible and interdependent and interrelated, and that the international community must treat human rights globally in a fair and equal manner, on the same footing and with the same emphasis,
وإذ تشير أيضاً إلى أن المؤتمر العالمي لحقوق الإنسان أكد من جديد، في إعلان وبرنامج عمل فيينا، أن حقوق الإنسان جميعها هي حقوق عالمية وغير قابلة للتجزئة ومترابطة ومتشابكة، وأنه يجب على المجتمع الدولي أن يعامل حقوق الإنسان معاملة شاملة وبطريقة منصفة ومتكافئة، وعلى قدم المساواة، وأن يعطيها نفس القدر من الأهمية،

Recalling also that the World Conference on Human Rights, held in Vienna from 14 to 25 June 1993, called upon States to refrain from any unilateral measure not in accordance with international law and the Charter and that created obstacles to trade relations among States and impeded the full realization of all human rights, and that also severely threatened the freedom of trade,
وإذ يشير أيضاً إلى أن المؤتمر العالمي لحقوق الإنسان الذي عُقد في فيينا في الفترة من 14 إلى 25 حزيران/يونيه 1993 قد دعا الدول إلى الامتناع عن اتخاذ أي تدبير انفرادي لا يتفق مع القانون الدولي وميثاق الأمم المتحدة ويضع عقبات أمام العلاقات التجارية بين الدول ويعرقل الإعمال التام لجميع حقوق الإنسان ويهدد حرية التجارة تهديداً شديداً،

Recalling further that the World Conference on Human Rights recommended that more resources be made available for the strengthening of regional arrangements for the promotion and protection of human rights under the programme of technical cooperation in the field of human rights of the Office of the United Nations High Commissioner for Human Rights,
وإذ تشير كذلك إلى أن المؤتمر العالمي لحقوق الإنسان أوصى بإتاحة مزيد من الموارد لدعم الترتيبات الإقليمية لتعزيز حقوق الإنسان وحمايتها في إطار برنامج التعاون التقني في ميدان حقوق الإنسان التابع لمفوضية الأمم المتحدة لحقوق الإنسان()،
