24. In the light of the above, Africa submits that the report of the Secretary-General on a technology facilitation mechanism that would promote the development, the transfer and the dissemination of clean technologies should include the following considerations:

The Government of Madagascar therefore thinks that the Secretary-General's report on measures to be implemented in order to find a durable solution to the debt crisis of developing countries so that they may fully enjoy all human rights should be included in the report on the application of the right to development.
