4.2 The State party considers that the authors did not meet the two-month statutory period for filing a complaint before the Constitutional Court, and that they did not exhaust all available domestic remedies.
4-2 وترى الدولة الطرف أن صاحبي البلاغ لم يستوفيا شرط عدم تجاوز مهلة الشهرين القانونية لرفع شكوى إلى المحكمة الدستورية وأنهما لم يستنفدا جميع سبل الانتصاف المحلية المتاحة.

The Committee therefore considers that the authors have failed to substantiate, for purposes of admissibility, that their right to a fair and public hearing has been violated.

Concerning compliance with article 9, paragraph 1, of the Covenant, it is submitted that the author did not specify how this right would be violated, nor did they refer to any risk of detention upon arrival in Pakistan.

For these reasons, the State party concludes that the complainants have not shown that there is a foreseeable real and personal risk of torture if returned to Rwanda.
