3. Each State Party may, at the time of signature, ratification, acceptance or approval of or accession to this Convention, declare that it does not consider itself bound by paragraph 2 of this article.
3- يجوز لكل دولة طرف أن تعلن، وقت التوقيع أو التصديق على هذه الاتفاقية أو قبولها أو إقرارها أو الانضمام إليها، أنها لا تعتبر نفسها ملزمة بالفقرة 2 من هذه المادة.

Thereafter they shall enter into force for any other Party on the ninetieth day after that Party deposits its instrument of ratification, approval or acceptance of the amendments.

3. For the purposes of this article, ratifications, acceptances, approvals and accessions in respect of this Convention by States parties to the instruments listed in paragraphs 1 and 2 of this article that are notified to the depositary after this Convention has entered into force are not effective until such denunciations as may be required on the part of those States in respect of these instruments have become effective.

56. The following proposals have been made for mechanisms that would allow non-Annex I Parties to ratify, accept, approve or accede to Annex I Party commitments in the instrument:
