We note with concern, for instance, that many Governments and members of civil society have focused on cases of trafficking in which there is proof of force, fraud or coercion of the victim, thereby excluding victims who were exposed to trafficking through " the abuse of power or of a position of vulnerability " , as set forth in the Protocol.
