وذكَّر المجلس الدول كذلك بأن الحبس الانفرادي المطوَّل أو الاحتجاز في أماكن سرية يمكن أن يُسهِّل ممارسة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة ويمكن أن يشكل بحد ذاته ضربا من ضروب تلك المعاملة، وحث الدول على احترام الضمانات المتعلقة بحرية الشخص وأمنه وكرامته وضمان إلغاء الأماكن السرية للاحتجاز والاستجواب.

(ii) To submit a specific report to the Council on national, regional and international laws, regulations and practices on the right of anyone deprived of his or her liberty by arrest or detention to bring proceedings before court, as stated in paragraph 6 (d) of the resolution;
