إذ تنص الفقرة 4 من المادة 2 من الفصل الأول من الميثاق على ما يلي: ' ' يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة``.

Both the High Commissioner and the Commission have failed to observe one of the most important purposes of the United Nations, namely, to resist the use or threat of military force against the territorial integrity or political independence of any State.
لقد فشلت المفوضة السامية ومعها لجنة التحقيق الدولية في الالتزام بأحد أهم مقاصد الأمم المتحدة وهي الامتناع عن استخدام القوة العسكرية أو التهديد باستخدامها ضد وحدة أراضي أو الاستقلال السياسي لأية دولة.

وبوجه خاص، امتناع جميع الدول عن التهديد باستعمال القوة أو استخدامها ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة.

Considering it essential that all States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations,
وإذ ترى أن من الضروري أن تمتنع جميع الدول في علاقاتها الدولية عن التهديد باستعمال القوة أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة أو على أي وجه آخر يتنافى مع مقاصد الأمم المتحدة.

It further recalls that such threats are contrary to the principles of the United Nations Charter, particularly paragraph 4 of Article 2 of the Charter, which clearly states that all members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State.
وتشير كذلك إلى أن توجيه هذه التهديدات يتنافى ومبادئ ميثاق الأمم المتحدة، لا سيما الفقرة 4 من المادة 2 من الميثاق، التي تدعو بوضوح الأعضاء جميعا إلى الامتناع في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة.
