It was considered that there existed a need to develop general criteria to assist the Tribunal in fixing the amount that would need to be contributed towards the expenses of the Tribunal further to article 19, paragraph 2, of the Statute, when an entity other than a State Party or the International Seabed Authority is a party to a case submitted to the Tribunal.
