On 3 May 1999, the Special Rapporteur sent an urgent appeal jointly with the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on torture concerning lawyers representing Abdullah Öcalan who were allegedly assaulted and intimidated by police and others.

In this context, an allegation letter was sent on 15 November 2004 to the Government by the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on the question of torture regarding the death of a man while in police custody.

Both the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression have highlighted the many challenges faced by journalists in carrying out their work, for instance when covering street protests and demonstrations or reporting on politically sensitive issues, such as human rights violations.

On 11 January 1999, the Special Rapporteur transmitted an urgent appeal jointly with the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on torture, concerning the cases of Abu al-Hassan al Medhar, Ahmed Mohammad Ali Atif and Sa'ad Mohammad Atif who were reportedly arrested in connection with the kidnapping of 16 tourists, which led to an armed clash in which several persons were killed.

17. In 2006, concerns of alleged ill-treatment as well as excessive use of force, sometimes resulting in the death of individuals, were expressed by the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on the question of torture.

2. The Council encouraged relevant thematic special procedures mandate holders, including the Special Rapporteur on the right to freedom of opinion and expression, the Special Rapporteur on the rights to freedom of peaceful assembly and of association, the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on the situation of human rights defenders, to contribute to this report.

On 29 August 2008, the Working Group sent a prompt intervention to the Government of the Philippines, together with the Special Rapporteur on the situation of human rights defenders, the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression (listed as an urgent appeal under the other mandates' records).
