184. In addition to the conditions stipulated in the Marriage and Family Code, to marry a Turkmen citizen, a foreign national or stateless person must have resided in Turkmenistan for at least one year.

The Committee notes that, if crimes are committed by a foreigner or stateless person who does not permanently reside in the State party, the State party's legislation provides for extraterritorial jurisdiction over crimes against the interests of the State party, and in cases provided for by international agreement unless the foreigner or stateless person has been convicted in a foreign State or the State party.
18- تلاحظ اللجنة أنه في حال ارتكب شخص أجنبي أو شخص عديم الجنسية لا يقيم بصفة دائمة في الدولة الطرف جريمةً، فإن الدولة الطرف تستطيع، بموجب تشريعاتها، ممارسة الولاية القضائية خارج حدودها الإقليمية عندما يتعلق الأمر بحالات جرائم ارتكبت ضد مصالحها، والحالات التي تنص عليها الاتفاقات الدولية التي أبرمتها، ما لم يكن الشخص الأجنبي أو الشخص عديم الجنسية قد أُدين في دولة أجنبية أو في الدولة الطرف.

64. As laid down in the Law on Privacy enacted in 1995 by the Parliament, " Privacy " means information, document or object kept secret by a citizen of Mongolia, foreigner or stateless person in accordance with the Mongolian legislation, which may obviously entail harm to legitimate interests, dignity and reputation of above persons in case of disclosure.
