2. The changes to Article 4 of the Protocol in Section I of this Amendment shall enter into force on 1 January 2017, provided that at least seventy instruments of ratification, acceptance or approval of the Amendment have been deposited by States or regional economic integration organizations that are Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer.
2 - تدخل التغييرات على المادة 4 من البروتوكول الواردة في الفرع الأول من هذا التعديل حيِّز النفاذ في 1 كانون الثاني/يناير 2017، بشرط أن تكون سبعون دولة أو منظمة إقليمية للتكامل الاقتصادي من الأطراف في بروتوكول مونتريال بشأن المواد المستنفدة لطبقة الأوزون، على الأقل، قد أودعت وثائق تصديقها أو قبولها أو موافقتها على التعديل.

2. For each State or regional economic integration organization ratifying, accepting, approving or acceding to this Convention after the deposit of the fortieth instrument of such action, this Convention shall enter into force on the thirtieth day after the date of deposit by such State or organization of the relevant instrument.
2- يبدأ نفاذ هذه الاتفاقية، بالنسبة لكل دولة أو منظمة إقليمية للتكامل الاقتصادي تصدق على هذه الاتفاقية أو تقبلها أو تقرها أو تنضم إليها، بعد إيداع الصك الأربعين المتعلق بأي من تلك الإجراءات، في اليوم الثلاثين من تاريخ إيداع تلك الدولة أو المنظمة ذلك الصك.

1. Any State or regional economic integration organization may register for one or more allowableuse exemptions listed in Annex C or Annex D by notifying the Secretariat in writing:
1 - يجوز لأي دولة أو منظمة إقليمية للتكامل الاقتصادي أن تسجّل لواحد أو أكثر من إعفاءات الاستخدام المسموح به المدرجة في المرفق جيم والمرفق دال وذلك بإخطار خطّي إلى الأمانة:

The nameplate for each State or regional economic integration organization will be distinctively marked in one, two or three colours, corresponding to the status of its participation in the respective convention or conventions.
9 - وستميز اللوحة التي تحمل اسم كل دولة أو منظمة إقليمية للتكامل الاقتصادي بلون أو لونين أو ثلاثة ألوان، تتطابق مع وضع مشاركتها في الاتفاقية أو الاتفاقيات المعينة.

4. Each State or regional economic integration organization is encouraged to transmit to the Secretariat at the time of its ratification, acceptance, approval or accession of the Convention information on its measures to implement the Convention.
4 - تُشَجَّع كل دولة أو منظمة إقليمية للتكامل الاقتصادي على أن تحيل إلى الأمانة وقت تصديقها أو قبولها أو إقرارها أو انضمامها للاتفاقية معلومات عن تدابيرها لتنفيذ الاتفاقية.

Article 2: Relationship to the 1999 Amendment No State or regional economic integration organization may deposit an instrument of ratification, acceptance, approval or accession to this Amendment unless it has previously, or simultaneously, deposited such an instrument to the Amendment adopted at the Eleventh Meeting of the Parties in Beijing, 3 December 1999.
لا يجوز لأي دولة أو منظمة إقليمية للتكامل الاقتصادي أن تقوم بإيداع صك التصديق أو القبول أو الموافقة أو الانضمام إلى هذا التعديل ما لم تكن قد قامت في وقت سابق أو في نفس الوقت بإيداع صك من هذا القبيل للتعديل المعتمد في الاجتماع الحادي عشر للأطراف المعقود في بيجين في 3 كانون الأول/ديسمبر 1999.

Noting that Article 4, paragraph 9 of the Protocol provides that " for the purposes of this Article, the term `State not party to this Protocol'shall include, with respect to a particular controlled substance, a State or regional economic integration organization that has not agreed to be bound by the control measures in effect for that substance " ,

2. In order to become a party to a protocol, a State or a regional economic integration organization must also be a Party to this Convention.
