1. Any member of the Council or the Secretary-General may request an alteration of the date of a regular session.

The provisional agenda for a session shall be communicated by the secretariat to the States Parties, as well as the observers referred to in rules 14 to 17, at least sixty days in advance of a regular session and at least thirty days in advance of a special session, together with any supplementary documentation, if necessary.

Parties to the Convention that are not Parties to this Protocol may participate, without the right to vote, in the proceedings of any ordinary session of the Meeting of the Parties.
٥- يجوز لﻷطراف في الاتفاقية غير اﻷطراف في هذا البروتوكول الاشتراك، بدون الحق في التصويت، في أعمال أي دورة عادية لاجتماع اﻷطراف.

Rule 15 of the rules of procedure of the functional commissions of the Economic and Social Council (E/5975/Rev.1) provides that, at the commencement of the first meeting of a regular session, the Commission shall elect, from among the representatives of its members, a Chairman, one or more Vice-Chairmen and such other officers as may be required.

1.17 In accordance with General Assembly resolutions 1798 (XVII) and 41/213, the Organization provides for the travel (excluding subsistence allowance) of up to five representatives of each of the 49 Member States that are considered least developed countries when attending a regular session of the Assembly and one representative or alternate representative to attend a special or emergency session of the Assembly.
