31. All States that had not yet done so should sign or ratify the CTBT, as appropriate, at the earliest possible date. In that connection, his delegation welcomed its recent ratification by Algeria and the Democratic Republic of the Congo. Pending the entry into force of that agreement, all States should refrain from any actions contrary to their obligations thereunder and abide by a moratorium.
31 - وختم قائلا إن جميع الدول، التي لم توقع بعد على معاهدة الحظر الشامل للتجارب النووية أو التي لم تصدق بعد عليها، ينبغي لها أن تقوم بذلك في أقرب وقت ممكن، مضيفا أن وفده يرحب بتصديق الجزائر وجمهورية الكونغو الديمقراطية عليها في الآونة الأخيرة ويدعو جميع الدول إلى الامتناع عن أي عمل يتعارض مع التزاماتها بموجبها وإلى التقيد بوقف اختياري ريثما يبدأ نفاذها.

The General Assembly furthermore invited the nuclear-weapon States and all other States to render their assistance in the establishment of the zone and, at the same time, to refrain from any action that ran counter to both the letter and the spirit of the initiative.
ودعت الجمعية العامة كذلك الدول الحائزة للأسلحة النووية وسائر الدول إلى تقديم مساعدتها فيما يتعلق بإنشاء المنطقة وإلى الامتناع، في الوقت نفسه، عن أي عمل يتعارض مع هذا القرار نصا وروحا.
