٦٩ - وأضاف قائلا إن نيبال تدين جميع أعمال اﻹرهاب وأساليبه وممارساته أينما وجدت وأيا كان مرتكبها، بوصفها أعمالا إجرامية ولا يمكن تبريرها ﻷنها تشكل تهديدا للسلم والاستقرار والديمقراطية وحقوق اﻹنسان والتنمية.

His delegation remained convinced that article 3 should not be a stumbling block to the adoption of that important instrument, and extra efforts should be made to ensure that the draft convention in its entirety captured the language of General Assembly resolution 51/210, namely that all acts, methods and practices of terrorism were criminal and unjustifiable, wherever and by whomsoever committed.
٣٣ - وأعرب عن اقتناع وفده بأن المادة ٣ لا ينبغي أن تكون حجر عثرة في سبيل اعتماد ذلك الصك الهام، ونادى ببذل مزيد من الجهود لضمان محاكاة مشروع الاتفاقية بأكمله لصيغة قرار الجمعية العامة ٥١/٢١٠ القائلة بأن جميع اﻷفعال والطرق والممارسات اﻹرهابية هي أفعال إجرامية ولا يمكن تبريرها أينما ارتكبت وأيا كان مرتكبها.

3. Condemns terrorism in all its forms and manifestations, reaffirms that all terrorist acts are criminal and unjustifiable regardless of their motivations, whenever and by whomsoever committed, reaffirms that terrorism cannot and should not be associated with any religion, nationality or ethnic group, and reaffirms that terrorism should be unequivocally condemned universally.
3 - تدين الإرهاب بجميع أشكاله ومظاهره؛ وتؤكد من جديد أن جميع أعمال الإرهاب هي أعمال إجرامية ولا يمكن تبريرها بغض النظر عن دوافعها، وبصرف النظر عن توقيتها أو هوية مرتكبيها، وتؤكد من جديد أنه لا يمكن ولا ينبغي ربط الإرهاب بأي ديانة أو جنسية أو مجموعة إثنية، وتؤكد من جديد أن الإرهاب ينبغي أن يجد إدانة قاطعة عالميا.
