7. Meanwhile, the United Nations security management system has evolved in recent years to the point where there is an effective system in place for evaluating threat and risk and to implement appropriate mitigating measures to reduce risks against the United Nations system.

In 2002, the Secretary-General introduced a framework for accountability for the United Nations security management system (A/57/365) as the cornerstone of security-related responsibilities and accountability for decisions and actions at all levels.
