    In September 2008 Bosnia and Herzegovina joined the Decade of Roma Inclusion 2005-2015 with the aim to improve the situation of the Roma population.     In May and June of 2004, three Expert Councils in the field of education adopted the " Strategy of Roma Education in the Republic of Slovenia " , which lays down the groundwork, principles, goals and fundamental solutions for better inclusion of Roma in education at all levels.     A study of the Roma in 11 European Union member States found that, among respondents, 90 per cent were living in poverty, 33 per cent were unemployed and 20 per cent lacked health insurance coverage. In response to such persistent social exclusion, the European Commission developed the European Union Framework for National Roma integration Strategies. It called for the implementation of policies and programmes for the inclusion of Roma and persons with disabilities and for cooperation with NGOs.
