The wrongfulness of an act of a State is precluded if the act constitutes a lawful measure of self-defence taken in conformity with the Charter of the United Nations.
تنتفي صفة عدم المشروعية عن فعل الدولة إذا كان هذا الفعل يشكِّل تدبيرا مشروعا للدفاع عن النفس اتُخذ طبقا لميثاق الأمم المتحدة.

تنتفي صفة عدم المشروعية عن فعل المنظمة الدولية إذا كان هذا الفعل يشكل تدبيراً مشروعاً للدفاع عن النفس اتُخذ طبقاً لمبادئ القانون الدولي المجسَّدة في ميثاق الأمم المتحدة.

:: To prosecute any Rwandan citizen who, while outside Rwanda territory is found guilty of an act proven as an offence under the Rwandan law, and if such act is punishable by the laws of the country where the offence has been committed (article 10 of the penal code).
:: محاكمة أي مواطن رواندي اعتبر مذنبا خارج إقليم رواندا لارتكابه فعلا يصنفه القانون الرواندي في عداد الجرائم، إذا كان هذا الفعل يعاقب عليه بموجب التشريع المعمول به في البلد الذي ارتكب فيه (المادة 10 من القانون الجنائي)؛

First, article 21 states that " [t]he wrongfulness of an act of a State is precluded if the act constitutes a lawful measure of self-defence taken in conformity with the Charter of the United Nations. "
أولا، تنص المادة 21 على أنه " تنتفي صفة عدم المشروعية عن فعل الدولة إذا كان هذا الفعل يشكل تدبيرا مشروعا للدفاع عن النفس اتخذ طبقا لميثاق الأمم المتحدة " .

وقد استعيض عن الاختبار الذاتي الخاص بما إذا كان هذا الفعل قد ارتُكب " استناداً إلى " إذن أو توصية صادرة من منظمة دولية باختبار موضوعي، أي ما إذا كان الفعل قد ارتُكب " بسبب " إذن أو توصية من هذا القبيل.
