We note also the United Nations resolutions adopted annually since 1996 calling for the implementation of this obligation through " multilateral negotiations leading to an early conclusion of a nuclear-weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination " .
ونحيط علما أيضا بقرارات الأمم المتحدة المتخذة سنويا منذ عام 1996 والتي تدعو إلى تنفيذ هذا الالتزام من خلال " إجراء مفاوضات متعددة الأطراف تفضي إلى الإكمال المبكر لاتفاقية تحظر استحداث وإنتاج وتجريب ونشر وتخزين ونقل الأسلحة النووية والتهديد بها أو استخدامها، وتنص على إزالة تلك الأسلحة " .

Further, the Assembly calls upon all States to immediately fulfil that obligation by commencing multilateral negotiations leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination.

In the context of the implementation of General Assembly resolution 68/42, Ukraine has consistently demonstrated its readiness to participate actively in a multilateral negotiation process aimed at the early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination.
في سياق تنفيذ قرار الجمعية العامة 68/42، أبدت أوكرانيا دوما استعدادها للمشاركة بصورة نشطة في عملية تفاوضية متعددة الأطراف ترمي إلى الإبرام المبكر لاتفاقية بشأن الأسلحة النووية تحظر استحداث الأسلحة النووية أو إنتاجها أو تجريبها أو نشرها أو تكديسها أو نقلها أو التهديد بها أو استعمالها وتنص على إزالة تلك الأسلحة.

We also heard with pleasure the nuclear-weapon States outlining the steps they have taken to scale down their arsenals gradually with a view to the ultimate objective of total elimination of such weapons.
ولقد سررنا أيضاً لما استمعنا إليه من الدول الحائزة للأسلحة النووية التي عرضت علينا الخطوات التي اتخذتها لتقليص ترساناتها تدريجياً بغرض بلوغ الهدف النهائي المنشود، ألا وهو إزالة تلك الأسلحة إزالة تامة.

The responsibility for the elimination of those weapons lies in the hands of the nuclear-weapon States.
وتقع مسؤولية إزالة تلك الأسلحة على عاتق الدول الحائزة للأسلحة النووية.

These two processes would thus converge and create the impetus that would stop and reverse the nuclear arms race in all its forms, to bring about the total, irreversible, transparent and verifiable elimination of these weapons.
عندها تتضافر هاتان العمليتان لخلق حركية من شأنها أن توقف وتعكس التسابق على الأسلحة النووية بكل أشكاله في سبيل إزالة تلك الأسلحة إزالةً تامة لا رجعة فيها وشفافة وقابلة للتحقق.
