Each Party with GHG emission intensity targets shall have in place a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all GHGs not controlled by the Montreal Protocol.

(b) Leakage due to the project activity, defined as the increase in emissions or decrease in removals by sinks outside the validated project boundary.

For the purpose of meeting its commitments under Article 3, any Party included in Annex I may transfer to, or acquire from, any other such Party emission reduction units resulting from projects aimed at reducing anthropogenic emissions by sources or enhancing anthropogenic removals by sinks of greenhouse gases in any sector of the economy, provided that:
١- يجوز ﻷي طرف مدرج في المرفق اﻷول لغرض الوفاء بالتزاماته بموجب المادة ٣، أن ينقل إلى طرف آخر أو يحتاز منه وحدات خفض انبعاثات ناجمة عن المشاريع الهادفة إلى خفض الانبعاثات البشرية المصدر من غازات الدفيئة أو تعزيز إزالتها بواسطة البواليع في أي قطاع من قطاعات الاقتصاد شريطة ما يلي:

For the purpose of meeting its commitments under Article 3, any Party included in Annex I may transfer to, or acquire from, any other such Party emission reduction units resulting from projects aimed at reducing anthropogenic emissions by sources or enhancing anthropogenic removals by sinks of greenhouse gases in any sector of the economy, provided that:
1- يجوز لأي طرف مدرج في المرفق الأول لغرض الوفاء بالتزاماته بموجب المادة 3، أن ينقل إلى طرف آخر أو يحتاز منه وحدات خفض انبعاثات ناجمة عن المشاريع الهادفة إلى خفض الانبعاثات البشرية المصدر من غازات الدفيئة أو تعزيز إزالتها بواسطة البواليع في أي قطاع من قطاعات الاقتصاد شريطة ما يلي:

A Party included in Annex I shall not account for emissions by sources and removals by sinks resulting from activities under Article 3.4, if these are already accounted for under Article 3.3.
ولا يجوز أن يقوم أي طرف مدرج في المرفق الأول بحساب الانبعاثات بحسب مصادرها وعمليات إزالتها بواسطة البواليع الناجمة عن الأنشطة المنصوص عليها في المادة 3-4، إذا كان قد سبق حسابها بموجب المادة 3-3.

A Party included in Annex I shall not account for emissions by sources and removals by sinks resulting from activities under Article 3, paragraph 4, if these are already accounted for under Article 3, paragraph 3.
ولا يجوز أن يقوم أي طرف مدرج في المرفق الأول بحساب الانبعاثات بحسب مصادرها وعمليات إزالتها بواسطة البواليع الناجمة عن الأنشطة المنصوص عليها في المادة 3-4، إذا كان قد سبق حسابها بموجب المادة 3-3.
