In this connection, I would like to recall that when ratifying the Convention in 1996, Norway issued a declaration to the effect that it objected to any national declarations or statements that were not compatible with the provisions of articles 309 and 310.

In resolution 55/7, the General Assembly called again upon States to ensure that any declarations or statements that they had made or would make when signing, ratifying or acceding to UNCLOS were in conformity therewith and, otherwise, to withdraw any of their declarations or statements that were not in conformity.

In paragraph 3 of its resolution 57/141 of 12 December 2002, the General Assembly called once again upon States to ensure that any declarations or statements that they had made or would make when signing, ratifying or acceding to the Convention were in conformity therewith and, otherwise, to withdraw any of their declarations or statements not in conformity.

Although article 310 indicates that declarations or statements are permissible, the European Union wishes to reiterate the prohibition on States' making declarations or statements that purport to exclude or modify the legal effects of the provisions of the Convention in their application to those States.

2. Calls upon States to harmonize their national legislation with the provisions of the Convention, to ensure the consistent application of those provisions and to ensure also that any declarations or statements that they have made or make when signing, ratifying or acceding are in conformity with the Convention and to withdraw any of their declarations or statements that are not in conformity;

21. The General Assembly in its resolution 56/12 repeated its call upon States to ensure that any declarations or statements that they have made or make when signing, ratifying or acceding to the Convention are in conformity therewith and, otherwise, to withdraw any of their declarations or statements that are not in conformity.
21 - كررت الجمعية العامة في قرارها 56/12 طلبها إلى الدول بأن تكفل تمشّي أي إعلانات أو بيانات أصدرتها أو تصدر عنها عند التوقيع على الاتفاقية أو التصديق عليها أو الانضمام إليها مع أحكامها، وأن تقوم فيما يخالف ذلك بسحب أي إعلانات أو بيانات صادرة عنها وغير متطابقة مع الاتفاقية.

17. It should be recalled that in General Assembly resolution 52/26 the Assembly called upon States, inter alia, to harmonize their national legislation with the provisions of the Convention, to ensure that any declarations or statements that they have made or make when signing, ratifying or acceding are in conformity with the Convention and to withdraw any of their declarations or statements that are not.
١٧ - ومن الجدير بالذكر أن الجمعية العامة طلبت إلى الدول اﻷعضاء في قرارها ٥٢/٢٦، في جملة أمور، أن توائم تشريعاتها الوطنية مع أحكام الاتفاقية، وأن تكفل أن تكون أي إعلانات أو بيانات صدرت أو تصدر عنها عند التوقيع أو التصديق أو الانضمام مطابقة ﻷحكام الاتفاقية، وأن تسحب أي إعلان أو بيان صادر عنها يكون غير مطابق لها.

15. In this respect it is recalled that the General Assembly, responding to concerns expressed by a number of States, called upon States, in its resolutions 52/26 of 26 November 1997 and 53/32 of 24 November 1998, to ensure that any declarations or statements that they had made or would make when signing, ratifying or acceding were in conformity with UNCLOS and to withdraw any of their declarations or statements that were not in conformity.
١٥ - ومن الجدير بالذكر، في هذا الصدد، أن الجمعية العامة، تبريرا منها للشواغل التي أعرب عنها عدد من الدول، طلبت إلى الدول اﻷعضاء في قراريها ٥٢/٢٦ المؤرخ ٢٦ تشرين الثاني/نوفمبر ١٩٩٧ و ٥٣/٣٢ المؤرخ ٢٤ تشرين الثاني/نوفمبر ١٩٩٨ أن تكفل أن تكون أي إعلانات أو بيانات صدرت أو تصدر عنها عند التوقيع أو التصديق أو الانضمام مطابقة ﻷحكام الاتفاقية، وأن تسحب أي إعلان أو بيان صادر عنها يكون غير مطابق لها.

٣ - ُتهيب بالدول أن توائم، على سبيل اﻷولوية، تشريعاتها الوطنية مع أحكام الاتفاقية، وأن تضمن التطبيق المتسق لتلك اﻷحكام، وأن تكفل أيضا أن تكون أي إعلانات أو بيانات صدرت أو تصدر عنها عند التوقيع أو التصديق أو الانضمام مطابقة ﻷحكام الاتفاقية، وأن تسحب أي إعلانات أو بيانات صادرة عنها تكون غير مطابقة للاتفاقية؛

3 - تهيب بالدول أن توائم، على سبيل الأولوية، تشريعاتها الوطنية مع أحكام الاتفاقية، وأن تضمن التطبيق المتسق لتلك الأحكام، وأن تكفل أيضا أن تكون أي إعلانات أو بيانات صدرت أو تصدر عنها عند التوقيع أو التصديق عليها أو الانضمام إليها متطابقة مع أحكام الاتفاقية، وأن تسحب أي إعلانات أو بيانات صادرة عنها وغير متطابقة مع الاتفاقية؛

12. In this context, it should be recalled that the General Assembly has called upon States on many occasions to harmonize their national legislation with the provisions of the Convention, to ensure that any declarations or statements that they have made or make when signing, ratifying or acceding are in conformity with the Convention and to withdraw any of their declarations or statements that are not.
12 - وفي هذا السياق، ينبغي التذكير بأن الجمعية العامة دعت الدول في عدة مناسبات إلى مواءمة تشريعاتها مع أحكام الاتفاقية، وضمان انسجام أي إعلانات أو بيانات أصدرتها أو تصدر عنها عند التوقيع على الاتفاقية أو التصديق عليها أو الانضمام إليها مع أحكامها وسحب أي إعلان أو بيان من إعلاناتها أو بياناتها يخالف أحكام الاتفاقية.
